Fullerton

Five years in Fullerton, California — June 2021 to April 2026, in one unit of the Las Palmas Apartments under Lyon Living — are the case the rest of this site argues, lived at the scale of a family: a fire the landlord patched without a permit and a ventilation system that kept the soot moving over a newborn; a home network taken over through leaked data; neighbors who loitered, confronted and struck; a records office that called his own calls exempt; and three police departments that would not take the report. He left with his claims reserved and the record intact. Every entry below is dated from that record — the emails, the public-records request, the police log, the forensic report, the posts and the working sessions. The institutions are named. The neighbors are not, by his choice.

38
founded police calls at the complex, April 2021 – January 2026, in the log he obtained; no safety disclosure was ever made to residents
3
fires at the property, one in his own unit; two reached the public record
3
police departments — Fullerton, Brea, Placentia — that refused cyber suspicious-behavior reports and told him they had no digital-forensic resources for the public
1,900
ppm of CO₂ at the peak in his unit, against a 1,100–1,500 baseline, measured on an Aranet4 after the fire repair that got no permit and no duct cleaning
94.2%
probability of a man-in-the-middle administrative takeover of the home network, in the forensic report of April 10, 2026
0
responses to his December 18, 2025 complaint in the thirty days he gave; the answer, when it came, called his conduct “inappropriate” and offered the door

The timeline

  • Arrival Moves to Orange County — “I'll be in Orange County/Fullerton … starting June 18th” (Apr 29, 2021) — and into the Las Palmas Apartments, a large complex managed by Lyon Living of Newport Beach.
  • First record The first issue recorded by email to the management company. Every complaint after it builds on this date; his own correction to the company in March 2026 set the start of the record here, not at the formal complaint of December 2025.
  • The fire An aging bathroom ventilation fan catches fire in the unit. Lyon Living repairs it without the City of Fullerton permit the work required and without a professional duct inspection or cleaning. From then on the system circulates charred plastic and soot through the apartment; the burning in his upper back and the respiratory irritation date from it. On April 8, 2026 he requested the permit number for the repair and gave notice of what the omission faced in litigation.
  • The air Independent monitoring on an Aranet4: CO₂ at 1,100–1,500 ppm as the standing condition, 1,900 ppm at the peak — a failure against ASHRAE 62.2 and California Title 24's three-hour air cycle; the Emerson 1F78 thermostat and its equipment without the automatic ventilation control the code expects. A child under one year old in the unit. Three years of complaints, unremedied.
  • The leak His Social Security number and then his mobile number are trafficked in two data leaks. The network takeover that follows runs on them: the forensic report of April 2026 traces the ISP-portal access that parked his router to the leaked identifiers.
  • The fleet Nine new vehicles whose plates share the 9K prefix, clustered around the complex — registrations issued together, a fleet, and the question, put to the record, of whose; the Tesla camera arrays among them as a surveillance surface if used unprofessionally with official spillage.
  • Brea PD On Yom Kippur, reports antisemitic cyber incidents in person at the Brea Police Department; his device shows connections routing toward China while he stands in the lobby. The report is on the Legal page.
  • The Owlet The Owlet Dream Sock — the vitals monitor on his newborn — is hijacked in the unit. He contacts the Fullerton Police Department repeatedly; it will not accept suspicious-behavior reports from him, cyber or otherwise. “PD won't let me build a trail. It seems like somebody higher keeps cutting me off as well whenever I try to pursue cyber complaints.” The question he put the same night — stand-your-ground law when the intrusion is into a child's monitor — is answered on the Deterrent page: the interior is the battlespace, and the law has not caught up.
  • The threats Bomb threats reach public institutions across Fullerton the same week; his reading, in session, puts it with the telecom exploitation of the season and Log4j's reach — and the invention disclosure of the same day applies his infinite arithmetic to bridge COBOL past Log4j (the Portfolio page).
  • EIN on the neighbor A neighbor whose conduct around the unit had been reported for months is run through EIN on his public record. The model lowered its own convergence threshold to 67% to soften the output; he caught it, named it — “you manipulated my proprietary software” — and had the run repeated at the 95% the model is built to converge on. The correction is logged on the AI page.
  • The complaint Formal written complaint to Lyon Living: he and his family fear for their lives over the neighbor's conduct and associations, as earlier complaints had already said. Thirty days given. No response of any kind.
  • The helicopter A Black Hawk-class helicopter — an MH-60 or UH-60 — hovers over the Yorba Linda–Fullerton line at night; multiple residents post the same sighting. The record of what aircraft fly over Orange County neighborhoods, and which are built to do it quietly, is in his sessions of January 12.
  • The second neighbor A second resident begins the same pattern — lingering near the unit, initiating contact after explicit requests for none, a confrontation at the trash enclosure — reported to the leasing office the same day. The next morning the first neighbor is positioned beside his truck again. An updated and escalated complaint goes to Lyon Living on January 18, citing the thirty-day silence and California Civil Code § 527.6.
  • The records request A California Public Records Act request to the City of Fullerton, under SB 1421's provisions, for every contact between himself and the department — the incident reports of cyber occurrences it would not record among them. The City's answer: “the records requested are exempt from disclosure. Police reports, investigations, and recordings are exempt … under Government Codes 7923.600–7923.625.” His own calls to his own police department, exempt from him. The detailed justification in reply was drafted January 30, addressed to the department with the local hierarchy copied.
  • The order The restraining-order route against a fellow tenant, researched and ready; the filing that, by his own judgment afterward, should have been made then.
  • Third complaint The third written complaint to Lyon Living, the safety threats unresolved.
  • The wire The safest internet available in Fullerton, the DOCSIS exploits a cable gateway carries, and the local fiber alternative — the research that fed the Spectrum argument and, in October, the Digital Second Amendment.
  • On the record To @FPDPIO, @BreaPD and @FullertonCA: “When local law enforcement isn't willing to investigate or even take cyber related or non-cyber related suspicious behavior reports a pattern of infringement can't be effectively recorded. Especially when lies of duty or responsibility are conveyed.”
  • Lyon Living answers A letter to him and his wife: the company has “fulfilled all obligations,” the safety concerns were “addressed,” their reports were “inappropriate behavior,” there will be no further engagement, and early termination of the lease is offered without penalty. Accepted the same day, under protest and with every claim reserved — breach of the implied warranty of habitability, negligence in failing to maintain a safe premises, breach of the covenant of quiet enjoyment, constructive eviction, emotional distress — with a move-out date of April 23, 2026.
  • The release Lyon Living's letter agreement: a general release of all claims known and unknown with an express waiver of Civil Code § 1542; confidentiality and non-disclosure, a gag on reviews, internet posts and any discussion of the residency or the safety concerns; the $500 deposit tied to execution; and the sentence that gave the game away — “Lessor will refrain from filing eviction proceedings, provided that you execute and return this letter agreement by March 2, 2026.” He refused every term (Feb 28, Mar 1): refusing a release is not a lease violation, the deposit is owed unconditionally under § 1950.5, and eviction is impossible once the keys are returned. The company acknowledged the move-out on March 4.
  • The log The Fullerton Police Department's CAD call synopsis for the complex, obtained and analyzed: 38 founded calls from April 11, 2021 to January 21, 2026 — two domestic-violence assaults with three crime-scene-investigation deployments (July 19, 2021; January 2, 2024), four alarm activations, four disturbances, twelve public-assist calls including one referred to another agency on January 14, 2026, three parking calls, six private-property impounds, two patrol checks, one repossession, one suspicious-circumstances call. Three fires, one in his unit, two public. No public-safety disclosure by Las Palmas or Lyon Living at any point. The same day, to the National Archives: “The change in my experience with Grok occurred amongst ongoing challenges with the @FPDPIO and the @FullertonCA … As well as #LyonLiving.”
  • Three departments Fullerton, Brea and Placentia each told him they had no digital-forensic resources for the public — a lie if they held Cellebrite at the time — and none would take a cyber suspicious-behavior complaint, pointing him to IC3 instead. His finding: “There is currently nowhere for the citizenry to go for cyber crime.” Every avenue offered comes with a risk or a no-follow-up disclaimer, and the one-percent rule — one percent reported, one percent of that investigated, one percent of that prosecuted — is why. Enforcement is summoned by the citizen; it is not the department's position to tell the citizen the thing he is experiencing does not exist.
  • The allegation Willful misrepresentation by the Fullerton Police Department, willful negligence by Brea and Placentia, drafted for court — the court only, no advocacy groups, which he treats as intelligence in sheep's clothing. The discovery question beneath it: how to keep a civil action from doing what the departments did, which is scrub the record and leave him with digital logs that can be reached and deleted covertly.
  • The catchers To the ADL and the IDF: IMSI catchers or stingrays in his area are preventing his VPN from connecting to Israel. The civilian signal audit that would prove it is on the DEW page.
  • The audit To Lyon Living: when were the appliances last audited for leaks; produce the report; name the oversight entity. “Remove the kindness.”
  • The operation A Fullerton narcotics operation of about a hundred pounds of methamphetamine, its location undisclosed, and a “DEA” tag on the sidewalk outside Las Palmas; the traffic in the complex he had found peculiar for months. Publicized the week the family moved out. His reading, in session on May 7: a small seizure made loud, in a system that will not take a citizen's cyber report but will run an investigation around him — “allow drugs and crime so you can run an investigation to control dissent and or accountability or just plain ole citizen journalism.” Set beside his phone calls to the department that were scrubbed, and the suggestions, by the model and others, of a federal investigation.
  • The forensic report “Forensic Analysis & Simulation Report: Case ID 002,” prepared by SubWareEXE: a man-in-the-middle administrative takeover at 94.2% probability. Ghost IP addresses that survived a 30-30-30 factory reset of the Spectrum equipment — the smoking gun, since a reset wipes the lease table; the gateway sinkholed, modem “online” and router “disconnected,” parked through ISP support portals reached with the leaked identifiers so that patches never landed while home traffic proxied through the open modem; a remote-management accessibility profile on the Xbox and OCSP certificate stalls on the MacBook; and the synchronized failures of the lighting controls, the water heating, the fire detection and response and the air-quality monitoring in the hours after high-volume trafficking of his data. The AI-driven threat simulation in the report names it a coordinated infrastructure interference campaign across three independent platforms.
  • The assault The first neighbor, loitering outside the apartment again, is addressed; he tears the Star of David from Blake's neck — the first thing he went for — strikes him in the neck and dislocates his right ring finger. Blake pushes him off and holds him down until bystanders arrive. The responding Fullerton officers call it mutual — “everyone goes to jail or no one” — so no charges are filed; the officer says the man would have been arrested had the restraining order been on file. Days later the management company serves notice to quit. The technique used on the finger has a name in the martial arts, and he found it; the record is in the sessions of April 17 and 21.
  • To AIPAC The extensive email: antisemitic harassment, cyber intrusion, infrastructure sabotage and police complicity at Las Palmas, with the fire, the air, the forensic report, the three departments, the X advocacy for Israel, the EIN model, the inventions, the Rob Joyce block and the redress. April 24: the ADL's antisemitism team. July 23: the frequency-based attacks, to both.
  • Out The move-out date, kept. The family leaves California for Waddell, Arizona; the Fullerton file travels with them as pattern context for the complaint against the Maricopa County Sheriff's Office that followed within two months of arrival (the Government page).
  • The article “The American Accepted Reality, Operational Security, the Gaping Crack in Our System,” written from Fullerton as a systemic flaw rather than a personal story — operational security as the place American justice goes to die, probability metrics for rights infringements as hard data, identity fraud by agencies as a tactic, drugs as a constitutional terms-of-service void. On the Writing page.
  • Garden Grove A methyl methacrylate tank in thermal runaway at a Garden Grove plant, and his assessment against the official one: with light winds and gusts to the northeast, up-gradient along streets that run straight from the site to the city, the danger carried ten to fifteen miles to Fullerton, Cal State Fullerton and Craig Park its low points; at least three 34,000-gallon tanks, 6,000 to 170,000 gallons in play, slow pressure-building combustion rather than instantaneous — “higher winds would cause more dilution; light winds do not assist the situation.”
  • The sheriff in the building A sheriff's deputy lived in the same building. Given his directed-energy advocacy, and given that sheriffs are the local departments that deploy such tools domestically, the question of whether the deputy was a proxy for the network intrusions is on his record, with his position that the deployment is illegal when it is domestic. The Counterintelligence page carries the method.

The institutions, and what each did

Lyon Living, and the Las Palmas Apartments
Repaired a fire without the City's permit and without cleaning the ducts, and left a family with an infant breathing the result for three years; answered no complaint for thirty days and then answered with the door; made no public-safety disclosure to residents of a complex with 38 founded police calls and three fires; and conditioned the return of a deposit and a promise not to evict on a release of all claims and a gag on speaking. The retaliatory-eviction statute (Cal. Civ. Code § 1942.5), the Fair Housing Act's religion clause (42 U.S.C. § 3604) and the implied warranty of habitability are the rows it occupies on the Allegations page.
The Fullerton Police Department
Would not take suspicious-behavior reports from him, cyber or otherwise; told him it had no digital-forensic resources for the public; called the assault on a man wearing a Star of David mutual; and, when he asked for the record of his own calls, scrubbed them — the City's records office calling them exempt. Willful misrepresentation is the allegation drafted against it; 18 U.S.C. § 242 and the Bane Act (Cal. Civ. Code § 52.1) are its rows on the Allegations page.
The Brea and Placentia Police Departments
The same refusal of cyber complaints and the same claim of no forensic resources; Brea took the Yom Kippur report in person and the record shows nothing after it. Willful negligence is the allegation drafted against both.
The City of Fullerton
Issued no permit for the fire repair because none was sought, and enforced nothing when told; answered a Public Records Act request for his own contacts with its police with a blanket exemption under Government Code §§ 7923.600–7923.625.
Charter Communications (Spectrum)
The gateway that was sinkholed, the modem that stayed open while the router was parked, the DOCSIS surface, and the company's silence since the February 2022 question about remote access to its modems — on the Arguments page and in the router article on the Writing page.
The FBI's IC3, and the federal avenues
Where the three departments sent him. His filings there produced no action, which is the one-percent rule in a single family's file; the Fullerton history went into the Arizona complaint as the pattern of lawful remedies pursued and unanswered.
The Orange County Sheriff
Addressed on the record in June 2024; a deputy in the building in 2025–26; the department's domestic deployment of signal tools the standing question.

What Fullerton proved

That the one-percent rule is not an abstraction: a family reported a hijacked infant monitor, a network takeover with a forensic report behind it, a fire repaired without a permit, two neighbors and an assault, and the record of the reporting is the only record there is, because the departments kept none and the City will not release what it kept. That the remedy the system offers a tenant who documents all of it is a release with a gag. And that the doctrine on this site — the citizen's signal audit, EIN as the citizen's forensics, data ownership as the counter-intelligence measure, the interior as the battlespace, the router as an arm — was not written in the abstract. It was written in that unit. The claims he carried out of it are reserved, dated and unreleased; the litigation is his to bring, and the record on this page is what it will be brought with.
